bank. i cover the northern california region. i usually focus on about $350 -- $350,000 of sbe loans. last year, for 2010, i did 43 loans. so we are lending. i usually focus on six different types of loans. start-ups, business acquisitions, real estate purchases with ti's, working capital, a partner buyouts, business expansion. when i am looking at a potential loan, i use the standard five c's of credit. the first one is character. what we are looking for is a minimum score around 640. we would like to say no recent bankruptcy foreclosures, bankruptcies, tax liens. if we see a loan that has been modified, we would like to see a reason it was modified, what ever reason it may be. it cannot be, i did not want to pay that payment any more. the second c, conditions. basically, how precise will the money be used? we are looking at a business plan. when you look at a business plan, that is just a start up. we are looking to see where there will be the need for lending. if you are an existing business, we want to see the money that we give you goes to the growth of your business. the third

california and hyde and we were going to be having some change orders and there is prediction that it will be going out of business and well is have new owners there and we have new supermarkets opening up in the city, so there is sort of a very, kind of, unique law and relationship around these convenience zones. the crv redempt zones and how they are created and how the state law require that they are managed and facilitated and what this means to small business. so i want to put forward some proactive policy recommendations so that we're being ahead of the curve and not waiting until this may become an issue down the road for small businesses. so i just wanted to just make that clear. this is a policy discussion for you to take a look at, make recommendations. the commission can take action tonight, if it's comfortable or wait until the next commission meeting or two commission meetings. it's at your discretion to make sure that you are comfortable with the policy that is flushed out to be put forward to our policymakers in the city. so i just wanted to make sure that you unders

know, california spends about eight times as much money for every inmate as it does for every student in the university of california system. and so you could reorganize those resources and put they will more towards supervision and other types of things and manage a lot of those individuals that are currently incarcerated in a much more effective way that is going to save you tax dollars but also reduce the chance that they'll continue to spiral into those, like the stories we heard earlier today. certain people are supervised by probation and is not the general rule throughout california. i think los angeles, where i'm from, there was no supervision for misdemeanors by the probation department. those individuals were on court summary probation which meant go home and sin no more. and if you do, you'll be back here to see us. and so, i think that once again, i go back to the fact that under the current system, because we have so many of those individuals who were once incarcerated at the state level, being pushed down to the counties, there's no room at the end in terms of the county jails. so misdemeanors aren't going to be sentenced to county jail but will be sentenced in community service or whatever. and for those individuals who do need some measure of control and supervision to deal about -- deal with their conviction problems, it's not going to happen at the misdemeanor level. >> let me go to a couple of the questions from the audience. i've shared them with our district attorney. george, two questions there, one related to whether or not drug possession should be

paintings at the old mint in san francisco. they reflected scenes from that part of california. he took us down there and proudly showed us her work. although he traveled the world his family was always in his thoughts. california was always his home. what i will most remember about chris is how thoughtful he was and how people were drawn to him. chancellor wu wrote when chris was appointed ambassador, friends, professional acquaintances contacted me to encourage me to reach out to him. he was so well thought of. i sent a hand-written card and to my surprise he returned the correspondence with his own handwritten note. that would be very much like chris. he appreciated and enjoyed interactions with people. in fact, our friend chris highland put it very eloquently when he said, chris was the finest among us. more than his obviously charms, he was a man of substance and humility. at parties, dinners and gatherings he spent little times talking about himself and his accomplishments. only when he was forced to. instead he asked people about their lives, their views, their accomplishments. h

very dark out here, as you can see. emergency crews and the california highway patrol, they were hoping to get the car that drove off the cliff. the car drove off the cliff 100 to 200 feet here. we saw the person who may be the driven. he was given a breathalyzer test as we arrived. the chp says it is still being investigated whether speed or alcohol was in the crash. the passenger has moderate to major injuries according to the chp and was taken to a local hospital. >> it has major damage to it. obviously, going down the embankment, it didn't hit much debris but on the way down it did sustain damage to the front, left front fender as well as undercarriage damage. >> reporter: and again, no other injuries to report. no other vehicles were involved. but this morning, a tow company has been called in to get the car below the cliff. in terms of traffic, again, southbound, one of the lanes was closed for several hours this morning. but from what it appears, both lanes are open and in both directions on the 35. that's good news for traffic. live in daly city, brian flores, ktvu channel 2 new
